The uk law is that you are, i know many police and security guards say this is not the case however this is untrue, now you may be aware new data protection rules have come into uk law, however this will have no effect on the majority of street photograhers, however as i understand it should you be a professional photographer and you take an image of someone for a profitable purpose it then becomes a bit of a grey area and then it would be wise to seek the permission of the person or persons in the photo/video, as you nodoubt know we are the most surveilled nation in europe if not the world so if you do not like your image being taken the only real way around it is for us all to start wearing burkas.
