Personally I think it should be allowed. You can get fined for making an animal suffer  :(
Obviously serious interaction would need to be addressed with the person in question for each case.

Totally agree - but as you say there must be serious safeguards put in place before such a scheme could be used.
I started out with nothing and I've still got most of it left.
