Roundabouts like Horns Bridge came under the care of the council's Countryside and Parks Department so the money for maintenance came from council tax payer. Now while the sculpture was paid for by private company and the EU I doubt it would include a fund for repairs which will cost more due to specialized repair work it will need. If the roundabout was landscaped the maintenance cost would be lower in the long term as the council do it themselves and not needing a third party to do it.

I saw that yesterday Jon - but I'm afaid I dont know the answer. All I saw was a cuple of big vans with some sort of "poer" logo on them. I assume its an electricity thing.

I thought they might want to water it, it still looks like a dead aspidistra to me.  :) To my eyes, it's out of proportion; too wide and too short so not very elegant. No matter how many times I drive past, I always think that.

As for maintenance, the Angel of the North seems to be surviving OK.
