Seems to be the way things are going in many occupations, replace workers with"volunteers". Work experience that doesn't lead to a job, police support staff etc. I am not belittling voluntary groups who do wonderful jobs in many cases but they can't be a substitute for paid work. It doesn't pay the bills or help youngsters become independent.
