Reading about the "offences" relating to the Mansfield match it sounds like may were for nothing more than shouting an gesturing, trivial compared with behaviour in the 70s
They got heavier fines than people who commit actual bodily harm in circumstances away from football
"Hiding With The Hooligans" by Chesterfield Fan David Radford is a good read about 70s & 80s football violence (in a lighthearted way) - our resident Statto (Staurt) even gets namechecked

Shouting and gestures have always been part of football as long I can remember.
I think they need to concentrate on the real troublemakers
