All sorts of ways, they give the go ahead to projects they want irrespective of the outcome, eg the idea of another cinema at Northern Gateway.
These projects lead to , for example, work being carried out to highways which will be privately financed instead of council funded, linked schemes and operations, tax benefits, etc, all adding to the councils income, but without any consideration of the loses from any scheme, I wasn't accusing any individual of fraud if thats how it reads.

Surely it is better for a business to provide a new road (and I don't mean private toll roads) than it to come out of the public purse?

I've said this before the highways issues is chcken and egg. Let's take T**** they funded the highways 'improvements' linked to building their new store. But if they hadn't built the store there wouldn't have been the need to 'improve' the roads.
Incidentally if you go on Chesterfield post there's an interview with ohn Burrows where he says the experts tell him there is a need for another cinema.

I'm not against the principle of developers being asked to fund extra work additional to the development if its proportionate. If a developer of a large 200 house site is asked to build a crossing, thats one thing. If its a self builder building 1 house, its unreasonable, and stifles investment in either case.

As for the cinema, I'm sure the current cinema could find experts that say another cinema is not needed, experts will say whatever their paymasters want them to say. But getting back to Flys point, if experts have been consulted, then surely there will be taxi ranks, along with better bus stops and parking facilities......in fact, I'm sure experts would have been consulted before the council spent god knows how much on a failed re-branding exercise.

I would have thought someone else would have wondered why we need two supermarkets next to each other in Brampton.
