You missed my point Andy.
Why didn't someone ask me if I thought lanes needed closing on approach to the round about.
Instead of a H+S officer sat in an office somewhere making a decision.

Because said officer has been to University and then day release college and studied to be a highways engineer so he knows best.
The fact that he lives in Belper and works in Matlock and thus NEVER drives round the Horns Bridge Island is immaterial, as far as he's concerned his 'engineering solution' fits all cases.
