If that is the case then besides the penalty that the law imposes on them, they should be made to pay all police costs and inconvenience compensation to all the residents whose lives they disrupted.

It makes me mad when I see these programs about police chasing car thieves - usually two or three police cars and a helicopter - then the perps get a suspended sentence or a small fine, when it has cost thousands of pounds to bring them to book. Huge fines and costs will punish them for years to pay back.
I started out with nothing and I've still got most of it left.

I would agree with that Pete, but there is more to the services than weapons - they could start by cleaning the others boots?
learn how to respect, be polite, considerate, etc - all the things they should have been taught by parents.
