Can you use passports right up to the expiry date or does there have to be a certain gap? My mum doesn't want to renew but wants a last holiday abroad.

Pretty certain Slacker when we go away it will say we need to have at least 6months on the passport. If you look in  the passport it should tell you

Yes its 6months, i styill have the paper work from my passport.

Is this official rules for entry to a county or airlines being over-stringent? Coach trips tend to have more laid back rules and often you don't even get checked. I can understand that if you intend to renew a passport you shouldn't leave it until the last minute but my mother doesn't intend to go abroad again after this one expires at the end of the year. She also misses the age requirement cut-off by less than a month for a free one.

I looked up Switzerland separately as it's outside the EU.

That seems to be an official source but I can only find opinions on general rules.

Best think would be to ask the TA when going with maybe intentions to book.
We have found some countries like you say are quite laid back and just waft us through immigration whilst others will scan the passports with eagle eyes - I wouldn't just take a chance on it.
