Combine harveser theft

 Police in Norfolk have confirmed that they have arrested a man who fell inside a combine harvester after trying to steal it. He is expected to be bailed tomorrow.

How can they arrest him if he's not been bailed ?
Have they got an APB on the harvester LOL  :)
