Who's responsibility is it to put these up?
Im just wondering as to which idiot thought it would be a great idea to put on on Buttermilk Lane at the turning of Woodhouse Lane, obstructing the view of traffic.

I can appreciate that its a warning, its just the placement being so low obstructing the view.
