95% Mortgages?

On the Andrew Marr show on Sunday David Cameron announced support from the government for people to get a 95% mortgage.

Remind me again - how did we get into this worldwide mess with our finances? I thought it was unscrupulous bankers doing exactly that, lending willy nilly to anyone who could sign his/her name on a loan or mortgage.

I don't get it.
I started out with nothing and I've still got most of it left.

I think the whole economy is far too rocky to be taking on a 95% mortgage TBH, won't take much to land in the brown and nasty.
