Unbelieveable. Talk about giving out the wrong message

I dont care if he/she needs the car for work, anything over the 12 points should be a ban for a minimum of 5 years. I say 5 years as if its the usual 12 points, that means they have been caught at least 4 times. If you dont learn after 4 times, you never will.
What sort of message does this give out if someone can continue breaking the law, get points and still keep driving. Whats betting its someone in authority who thinks they are above the law.
